bluetooth off pauses music

I can't find a way to stop the bluetooth from pausing the music player when I power the bluetooth off (galaxy s4)

That is most likely behavior occurring from within the music player app. Check to see if there are settings to change how the music player automatically pauses/resumes for events (like phone calls). These music apps should provide settings to allow users to change how the app behaves.
