will the paid version of soundabout allow adjustments so that I can have both bluetooth and Google Maps text to speech active at the same time?

You can, but I need to know more about what you are trying to do.

OK, so you have a Bluetooth headset that supports both media and phone calls.  Music is coming from the Bluetooth headset.  If a phone call comes in, it will stop music and come through the same Bluetooth headset.

Google maps Text-To-Speech would normally "also" go through the same Bluetooth headset via the media profile.

You can use the SoundAbout Text-To-Speech settings.  The settings are a little different than if you "wanted" Text-To-Speech to go to Bluetooth mono.

What you do to get Google Maps Text-To-Speech to go through the phone speaker instead is this:
1 - Open SoundAbout
2 - Click on "Text-To-Speech behavior..."
3 - Set "Audio output..." to what you want.  (example:  Speaker).   Media Audio set to "Let app decide" would try to use Bluetooth media first.  
4 - Google Maps Navigation will request ALL of the directions at the beginning of the trip.  This won't work as we need to switch the audio dynamically when each direction is spoken.  
  To help this, I set "Max utterance per request ..." to 1 or 2.
5 - You are using "media audio" set to "Speaker" so the "Delay utterance (secs)" can stay at zero.  If using Bluetooth mono, you would need to set "Delay utterance (secs)" to 1.5 or 2.  This will allow time for the audio to switch to Bluetooth mono, which is slow to switch over.  If you don't, you may miss some of the directions.
6 - Click on the "Android TTS settings..."
7 - You will see some TTS engine choices.   Choose "SoundAbout TTS".
8 - Click on "Listen to example" to see if audio comes out of the desired output.
